Appearance

In place of legs, this octopus merman sports six enormous orange tentacles marked with eye-like patterns, while two human arms act as his remaining limbs. His upper body is slim and pink, his black hair worn in mid-length dreadlocks, and his face carries a drowsy look paired with a mouth that juts outward unusually far.

A toothpick generally dangles from his lips. For clothing he favors an open blue shirt with rolled sleeves, a loose necktie draped across his chest, and a jacket worn cape-style over his shoulders. One arm typically stays free of the shirt and grips a guardless katana whose sheath bears stretched-out spotting. A gourd of liquor hangs at his side for frequent sipping.

Energy Steroids reshape him much as they do Hody: an overdose whitens and slicks back his hair. Once the drug's toll catches up, his frame turns frail and elderly, the hair grows ragged, and a fresh beard sprouts.

Personality

Relaxed and unhurried by nature, Hyouzou is bothered by loud company, showing clear irritation at the mermaids' clamor in the cove. Drink is his vice, and once intoxicated he lashes out at whoever stands nearby, allies included. Coin drives him above all: as a hired sword he serves only the top bidder, and he turned down Arlong's recruitment purely because the price was too low. The cause of any employer means nothing to him so long as payment arrives, yet he proves ruthlessly effective once contracted.

Though he claims the title of the island's finest swordsman, he carries none of the honor the role implies, attempting to stab Zoro from behind. Insults rattle him, and being mocked as a frog provoked his rage. He looks down on Hatchan's swordsmanship and developed a passing curiosity toward Luffy, regretting the thought of the captain dying to his venom. After overdosing, witnesses noted he no longer merely flailed when drunk but seemed gripped by a hunger to cut anything in reach, even comrades.

Years earlier, the Arlong Pirates offered Hyouzou a spot in their ranks, but he declined because Arlong refused to meet his fee. He later signed on with the New Fish-Man Pirates as their hired killer and eventually counted among their officers, leading a squad during the takeover. As the merman believed to wield a blade better than anyone on Fish-Man Island, he was a master of the Eight Sword Style, and his durability let him shrug off Luffy's burst of Supreme King Haki entirely. He secretes venom through his tentacles and can poison foes with the briefest touch.

When the Straw Hats reached the island, Hyouzou, Hammond, and Kasagoba confronted them and were repelled by Luffy at Mermaid Cove, where a flurry of punches accidentally dosed Luffy with his poison. During the assault on Ryugu Palace he terrorized citizens, forcing them to trample a fumi-e of Queen Otohime or flee. After the princes fell, he downed a heavy load of Energy Steroids and booze, transformed, and charged at Nico Robin, only for Zoro to intercept. Zoro shredded his blades with ease and cut him down when he tried a poisoned sneak attack. Neptune later imprisoned him alongside the other leaders, by which point the steroids had aged his body into a weak, aching state.
