Appearance

Slim of frame but enormous in stature, Peter is outdone in height only by Marcus Mars among the Elders, towering over Fleet Admiral Sakazuki and standing comfortably past three meters. His skin is tan, and short white hair worn in a taper cut (drawn blond in color media) connects to a chin-curtain beard with a mustache. Of all the Elders he carries the most youthful face, almost free of wrinkles.

His clothing is restrained: a plain jacket and trousers in black (dark maroon in colored versions) over a buttoned white dress shirt left without a tie. Its wingtip collar dips far enough down to reveal a scar running from the base of his neck toward his right armpit.

Personality

In common with the other Elders, Peter is devoted to the world's equilibrium, the balance upheld through the Three Great Powers, and labors to stop it from breaking down, giving careful thought to any opening left among the Warlords or the Emperors. Guarding the secrets of the Void Century is a fixation for him, and he will have anyone studying it destroyed at once; it was Peter who urgently called for Professor Clover of Ohara to be cut down before the name of the Great Kingdom could leave his mouth.

He follows Imu's commands absolutely, yet he is not silent about them, having openly asked why an entire country needed to be erased even as he saw the order through. He treats the legendary Nika fruit, the Hito Hito no Mi in its Model form, as a real and pressing threat, and he was caught off guard when Imu swapped Saturn out for Figarland Garling without telling the rest.

Seated among the Five Elders, the loftiest of all Celestial Dragons and the public peak of the World Government, Peter secretly bows only to Imu on the Empty Throne. Every arm of the government answers to him, Marine Headquarters and the Cipher Pol units alike; he can order a Buster Call, unleash the Mother Flame, and direct the Pacifista and Seraphim. His resolve is staggering, keeping him awake through the Supreme King Haki of Joy Boy, and as a gifted Observation Haki user he picked out both Luffy's and Bonney's shifts into Nika.

His Mythical Zoan grants him a Sandworm fruit, awakened in a way that preserves his mind while letting him take on a colossal worm form or a worm-human hybrid. With it he can devour foes whole, draw in an island-wide vacuum through his breath before expelling everything back out, tunnel through the ground to strike from beneath, and bite clean through the toughest metals. A covenant struck with Imu further raised his power and gave him passage through the Abyss, telepathy with his fellow Elders, and near-total immortality, letting him regrow his body even after Dorry and Brogy severed his head.
