Topman Warcury

Warcury is a bald, rotund old man sporting an enormous white mustache, with mottled birthmarks across his forehead and one on his right cheek. His attire is formal: a black suit and tie over a white buttoned shirt, finished with black trousers. The anime first gave him a short white beard, which disappeared after the timeskip.

Like his fellow Elders, Warcury is devoted to keeping the world's balance, which the Three Great Powers sustain, and he can be patient, content to observe a possible threat such as Shanks rather than strike at once. Even so, he condemned Luffy for unseating Crocodile as a Warlord and called him unforgivable, and he guards the secret of the Void Century so fiercely that any scholar who probes it is marked for death. For all his title, his sense of justice is deeply hypocritical: he serves only the expansion of government power, untroubled by the innocents who die for it, as when he had Cobra silenced merely for learning of Imu. Faint traces of conscience do surface, such as his noting that the Lulusia Kingdom was densely populated before its destruction and his displeasure at Jinbe quitting the Warlords, a body that had bridged humans and fish-men.

Among the very few holding the World Government's supreme authority, Warcury ranks above ordinary World Nobles and commands the Marines, Cipher Pol, and the police, with even the Fleet Admiral unable to defy him; he may call a Buster Call at will. He and his colleagues can bury entire stretches of history, steer the press, and control the Pacifista and Seraphim. His Mythical Zoan, the Fengxi fruit, turns him into a gargantuan four-tusked boar demon in an awakened state, letting him roar with Supreme King Haki, reshape his tusks into blades, and bulldoze foes with overwhelming strength behind a nearly impervious hide that shrugs off Luffy's Gear 5 blows. A covenant with Imu makes him effectively immortal, healing him instantly, while granting him passage through the Abyss and a degree of telepathy. He is also a skilled Observation Haki user and carries a flintlock he meant to fire on Cobra.
