Spandam's Conspiracy! The Day the Sea Train Shook

Spandam, a representative of CP5, is set on having Tom convicted so he can seize the blueprints. When Franky walks back into town, government forces open fire using the very battleships he constructed. Tom and Iceburg race to their shipyard, where two vessels assault them and wreck the others. In the aftermath Iceburg turns on Franky, warning that the cyborg must accept responsibility or lose his forgiveness forever. The flashback weaves between this betrayal and the present standoff at Franky's base.

In the present, Lucci binds Franky with Kalifa's thorny rope and demands the Pluton plans, dredging up a crime from eight years past. Franky snaps that Lucci understands nothing of Tom or Water 7. The flashback shows Spandam first approaching Tom, getting blasted by one of Franky's cannonballs, and then privately pressing Tom for the schematics by threatening to expose his ties to Gold Roger. Tom mocks him and throws him out. Furious that the judge intends to clear Tom thanks to the Sea Train, Spandam, acting on orders from the Five Elders, plots to keep the charge alive.

Tom retrieves the Pluton plans from a hidden safe and entrusts them to Iceburg, refusing to let the weapon be built, and lays down a wanted poster of Nico Robin as the only archaeologist who could decode them. On the day the verdict is meant to free Tom, CP5 attacks the judicial ship with Franky's Battle Frankies to pin the blame on him. Iceburg, gravely wounded, tells Franky that if Tom hangs for this he will never be forgiven, and Franky breaks down in horror. The episode debuts Spandam and adapts chapters 353, 355 and 356.
