Landing Operations Start! Charge in, Straw Hats!

Word reaches Spandam that his agents are returning with both Robin and Franky in hand, and he is delighted. Out on the tracks, the Franky Family race to close the gap, having just heard from Sanji how Franky surrendered himself to spare Robin, a sacrifice that leaves them shaken yet moved. Once the two trains converge, Sanji hails his captain across the rails, but Luffy fails to recognize the masked figure riding beside him.

Reuniting his eight agents after a five-year gap, Spandam erupts over why twenty Revolutionary Army targets fell rather than the assigned three. The newcomers Kumadori, Jabra, and Fukurou bicker over who is at fault, Fukurou's loose talk earns blame, and Kumadori twice vows to end his own life only to halt the act with Tekkai. Aboard the train, Luffy and Chopper are dazzled by Sogeking while the rest see straight through the disguise. Sanji warns that Robin's old terrors are being turned against her and that she may refuse rescue, but Luffy insists none of that changes his resolve. Producing a hand-drawn diagram, Paulie explains that the Gates of Justice sit past the Tower of Law, and that freeing Robin must happen first, since beyond those gates wait only two destinations: Marine Headquarters and Impel Down.

This installment launches the Enies Lobby Arc and brings in CP9 agents Kumadori, Jabra, and Fukurou plus the Gates of Justice as a new location. It is the first to feature Brand New World as its opening and Adventure World as its ending. Ignoring the agreed signal to wait, Luffy fires himself ahead with Gomu Gomu no Rocket, plowing through Marines as he searches for Robin. The final shot shows his punch landing on the screen, with the To Be Continued card taking the blow.
