Bringing Down the Emperor - A Secret Raid Operation Begins

Picking his story back up, Kin'emon relates that once Wano fell under Kaidou's control, the decision was made to gather allies for the fight. Raizo, Kanjuro, and Momonosuke fled the country for Zou seeking more support, yet one after another they came apart from each other across Zou, Dressrosa, and Punk Hazard. Toppling Orochi alongside the Emperor, Kin'emon explains, depends on a coalition of ninja, pirates, minks, and samurai descending on Onigashima while the land loses itself in its Fire Festival. The Straw Hats who reached Wano first had already been handed groundwork. Zoro and Usopp gather fighters by passing out coded flyers, Robin masquerades as a geisha to dig up Orochi's plans, and Franky takes construction work so he can lay hands on the layout plans of the Emperor's mansion.

The rest of the crew draw their own duties. As a kunoichi, Nami will run espionage; Brook is to smuggle provisions into the capital; Sanji will operate a soba stall to draw recruits; and the trio of Carrot, Chopper, and Kiku will rendezvous with Inuarashi. Drawing on the Fuku Fuku no Mi, Kin'emon conjures their disguises and presents another kunoichi ally, Shinobu, before carrying his briefing onward.

The episode keeps the OVER THE TOP opening and debuts Jibuemon, Kurosawa, Tabuhachiro, and Shinobu. Anime-added material has Momonosuke grieving over Wano's condition before he meets Jibuemon, and the moment of him and his retainers encountering Jibuemon's group runs longer than the source.
