Hatchan tells Camie and Pappag to pull back as both the Macro Pirates and the Riders erupt out of the water. Luffy clamps onto one airborne rider, and when another rains bombs down on the deck, Sanji whirls them all aside with a spinning kick. A command to dive then yanks the rubber captain under the waves, prompting Chopper and Brook to jump in after him, which forces Nami and Franky to haul all three Devil Fruit eaters out and scold them for the blunder.

With Camie and Pappag left unguarded, the Macro Pirates pounce once more, but Zoro carves Hatchan free of his cage. The octopus fish-man levels his old captors with one three-armed strike, the reunited group embraces, and Zoro cuts down a rider who tries to harm them. Telling Hatchan's party to leave the rest to the crew, Zoro accepts an apology from the fish-man for their old clash at Arlong Park.

Promising to cover medical costs, Duval invites his men into a reckless "Zero Fight," and one volunteer spins an enormous club toward the Sunny in a suicidal charge. Using Gomu Gomu no Fusen, Luffy halts the oncoming fish in its tracks; Sanji follows with a kick to the rider's face, and the captain then drops the knocked-out creature on deck, planning to cook it for dinner. As more Riders keep swarming the sky, a recovered Brook resolves to prove himself, springs high into the air, and drags his blade across his violin strings, producing a melody that lulls the enemies to sleep before he slices through them as they tumble. The fight marks Brook's combat debut as a crewmate. Hauling himself onto yet another flying fish, Luffy finds both mount and rider unconscious, and the fish smashes through Duval's ceiling, granting him a clear look at the leader's true face.

The cover advances the CP9's Independent Report, depicting the agents gathered grimly around a critically hurt Rob Lucci while the pigeon Hattori weeps overhead. Lucci is shown to require urgent treatment. In the main story, Zoro obeys his captain and releases Hatchan in spite of everything between them, Hatchan crushes the Macro Pirates with ease, and Brook's first fight as a member of the crew unfolds here. Realizing Luffy has glimpsed his bare face, Duval slips the iron mask back on and steps forward to confront him.
