Maynard the Pursuer

Seeing the brute strength of Jesus Burgess, Franky drops his belief that the tournament will be a stroll for Luffy and stands to carry out his own errand, with Thunder Soldier insisting on tagging along. Elsewhere within the arena, a scouting Marine pleads with his commander, who fights under the alias Capman, for backup against the sheer number of dangerous brawlers on hand. Before any help can be summoned, the Barto Club's Gambia jumps Capman and lays him out.

The blind man rises to depart, and an aide drapes a coat over him. After calling for warships and a body of medical officers, he states that Green Bit is his first destination, and the coat reveals him as an admiral. He requests counts of the audience, the townspeople, and the nation, reasoning that before tallying enemies one ought first to tally the people in need of protection.

The fighter calling himself Capman turns out to be Vice Admiral Maynard, and the sightless stranger from Acacia is confirmed as Admiral Fujitora, whose true name is Issho. Around Green Bit swim fighting fish strong enough to shatter iron, and everyone who has used the bridge there has failed to return. A separate Cipher Pol division, CP0, is introduced as the planet's strongest intelligence body and shows up near Law's delivery team, cutting off his worry about the island's odd calm. Zoro pursues the Shusui thief up onto a roof, takes the sword back, and pitches over the side with the culprit, catching sight of its real identity. Lost in the streets, Kin'emon is ringed by Doflamingo's agents who seem to have seized Kanjuro, while Sanji keeps his word by downing a sniper targeting Violet. On the Sunny, the shogi-playing guards hear an odd sound, and back at the arena Bartolomeo strides in as Maynard is discovered beaten.

Fujitora's principle of shielding civilians ahead of confronting foes defines his introduction. On the cover, Scotch annihilates the revolutionaries in the ongoing Caribou serial. Both Bartolomeo and Maynard had been placed in Block B. The CP0 agents Guernika, Gismonda, and Joseph make their appearance, and Pandaman is tucked into the second page.
