Amon grapples with his bizarre new colleague Juuzou while, across the city, Anteiku grows quiet under CCG pressure and a ghoul from the 11th ward arrives hunting for Rize.
Returning to Meeting Room 2, Amon finds Juuzou Suzuya again. Juuzou boasts of arriving first, but Amon faults his sloppy dress, telling him to wear a proper suit and tie and to stop eating in the room. Pressed about the stitches on his arms, which serve no medical purpose, Juuzou explains they are a Body Stitch applied by a body-modification enthusiast and offers to demonstrate, repulsing Amon, who decides the boy is deeply strange. When Seidou Takizawa tells Juuzou to put his candy away, Juuzou breaks his nose. The meeting proceeds, and Shinohara and Juuzou take on the two-month-old Binge Eater case, while the Gourmet's victim count is noted to have recently fallen.
With the doves watching closely, ghouls rarely come to Anteiku, and the 11th ward remains in turmoil as ghouls hunt investigators. Kaneki visits Touka Kirishima, who has just fed Hetare, and she reflects that the caged bird cannot fly free. Admitting she could not bring herself to kill Kimi, Touka prompts Kaneki to link her plight to Yoriko and to the bond between Kimi and Nishiki. Then Kazuichi Banjou, a ghoul from the 11th ward, walks into Anteiku for the first time, searching for Rize Kamishiro.
Amon clashes with Juuzou over his stitches and manners. Shinohara and Juuzou pick up the Binge Eater case. Banjou arrives at Anteiku looking for Rize.
