Dr. Gero's Posthumous Weapon

Android 13 was developed in Dr. Gero's secret underground laboratory by an automated supercomputer that continued the doctor's work after his death at the hands of Android 17. Unlike the human-converted Androids 17 and 18, Android 13 appears to be a purely mechanical creation, along with his companions Android 14 and Android 15. The trio tracked down Goku in a crowded city, forcing a battle that endangered civilians and required the intervention of Trunks and Vegeta. Android 13 fought with a calm, methodical style, analyzing his opponents while letting 14 and 15 engage separately.

Fusion and Super Form

When Androids 14 and 15 were destroyed by Trunks and Vegeta respectively, Android 13 absorbed their core components, specifically the power cell and processing chip from each. This triggered a dramatic transformation into Super Android 13, a massive blue-skinned brute whose strength dwarfed the base forms of the three Saiyans combined. In this enhanced state, he shrugged off attacks from Super Saiyan Goku, Vegeta, and Trunks simultaneously, dominating the battle through sheer force. His defeat came only when Goku gathered energy for a Spirit Bomb and, in an unusual application of the technique, absorbed the Spirit Bomb energy into his own body while in Super Saiyan form, allowing him to punch through Super Android 13 and destroy him from within. Android 13's story is a straightforward tale of a weapon that outlived its master, carrying out a grudge that its creator could no longer pursue himself.
