Burter

Burter is the tallest member of the Ginyu Force and uses his long limbs and exceptional speed to overwhelm opponents. His claim to being the fastest fighter in the universe is central to his identity, and he becomes visibly agitated when anyone challenges that title. This pride in his speed is not entirely unfounded; among the Ginyu Force, he is recognized as the quickest, and his rapid movement allows him to execute combination attacks with Jeice that rely on precisely timed coordination.

When the Ginyu Force arrived on Planet Namek under orders from Frieza, Burter and his teammates made a theatrical entrance complete with choreographed poses. After the Force confiscated the Dragon Balls, Burter and Jeice were assigned to fight Goku, who had recently arrived on the planet after training in enhanced gravity aboard his spacecraft.

The encounter was devastating to Burter's self-image. Goku demonstrated speed that Burter simply could not match, casually catching attacks and dodging blows that Burter believed to be unblockable. Even when Burter and Jeice combined their attacks using the Purple Comet Attack, Goku evaded effortlessly. The realization that his signature advantage meant nothing against this opponent visibly shook Burter to his core.

Goku incapacitated Burter with a precise series of blows that exploited openings in his frantic attacks. Rather than killing his defeated opponents, Goku left both Burter and Recoome unconscious on the ground, showing mercy that the Ginyu Force members would never have extended to their own victims. Vegeta, however, had no such reservations. After Goku departed to confront Captain Ginyu, Vegeta executed both Burter and Recoome while they lay helpless, reasoning that leaving enemies alive was a luxury no one could afford.

Burter later appeared in the anime during the Other World arc, where he and the rest of the defeated Ginyu Force caused trouble in Hell before being quickly subdued. These appearances were largely comedic, stripping the Ginyu Force of whatever menace they had possessed during the Namek saga.

As a character, Burter represents the theme of overconfidence that runs through many of the Ginyu Force members. Each of them believes themselves to be exceptional in some specific way, and each is humbled when confronted with fighters who surpass them completely. Burter's particular tragedy is that his entire identity was built around being fast, and when that was taken from him, he had nothing left to fall back on.
