Role and Significance

General Blue stands out among Red Ribbon Army officers for possessing genuine superhuman abilities. His psychic power allows him to paralyze opponents by locking them in place with his gaze, a technique that proves effective even against Goku and Krillin. He is also physically strong, disciplined, and ruthless, making him one of the few Red Ribbon soldiers who poses a real threat to the series' protagonists.

Blue chases Goku's group through the underwater Pirate Cave, across Penguin Village (where he briefly crosses over into the world of Dr. Slump), and back to Red Ribbon Army headquarters. His pursuit is one of the longest sustained chase sequences in Dragon Ball, spanning numerous episodes and showcasing Blue's determination and resourcefulness. Ultimately, Blue meets his end at the hands of Mercenary Tao, who kills him with nothing but his tongue, establishing Tao as an even greater threat and continuing the series' pattern of escalating danger. Blue's psychic abilities and theatrical personality make him a memorable early villain who demonstrates that Dragon Ball's world contains threats beyond simple martial arts prowess.
