Super Shenron is the divine dragon summoned by the Super Dragon Balls, created by Zalama the Dragon God. He is the largest and most powerful Eternal Dragon in existence, capable of granting any wish without limitation.
Super Shenron dwarfs every other Eternal Dragon in the franchise by an incomprehensible margin. His body spans across multiple galaxies, making the individual Super Dragon Balls (each the size of a planet) appear as tiny specks along his form. When summoned, his presence fills the void between universes, and the sheer scale of his manifestation is unlike anything else depicted in the series.
Unlike Shenron or Porunga, Super Shenron has no known limitations on his wish-granting abilities. He can restore erased universes, swap bodies between mortals and gods, and perform feats that the lesser dragons would consider impossible. The only requirement is that the wish must be spoken in the language of the gods, limiting who can actually use the Super Dragon Balls.
Super Shenron is summoned during both the Universe 6 vs. Universe 7 tournament (where Beerus wishes to restore Universe 6's Earth) and after the Tournament of Power (where Android 17 wishes back all the erased universes). Zamasu also uses the Super Dragon Balls in his timeline to swap bodies with Goku, demonstrating that the dragon fulfills all wishes without moral judgment.
