
Goku discovers the Dragon Radar has snapped again, leaving him stranded in Penguin Village with no way home. Meanwhile General Blue carjacks the dried-plum-powered Suppaman and cruises toward the very inventor who might be able to help.
Bruised and furious, General Blue picks his way out of the wreckage still clutching the bag of Dragon Balls. He spots Goku heading his way and ducks into a valley to stay out of sight. Goku rummages through the crashed Thunder Rocket but finds neither the balls nor a body, which tells him the Red Ribbon officer must have survived. Arale catches up on foot, impressing Goku with how easily she keeps pace with Kinto-Un. When he asks where she trained, she has no idea what he means, and she tags along as he hops back on the cloud for a better view.
Blue finds a telephone booth, then spots a passing car and flags it down, ready to steal the vehicle. The annoyed driver ducks inside the booth and re-emerges as Suppaman, the self-styled hero powered by a dried ume. Blue is entirely unimpressed, casually smashes the booth, and demands directions to anyone with a plane. Panicking, Suppaman blurts out that Senbei Norimaki owns one, pointing Blue down the road toward the coast. Blue commandeers the car and races off in the direction of Senbei's house.
Back on Kinto-Un, Goku tries to track Blue with the Dragon Radar, only to discover the device has been smashed. Arale cheerfully confirms this is Penguin Village and offers to take him to see the local doctor about his broken thing. They land at the Norimaki home, where Goku awkwardly remembers his manners and switches from "Ossu!" to "Good afternoon!" Senbei takes one look at the strange gadget and has no idea what it is, but baby Turbo immediately understands the principle and explains how it picks up the Dragon Balls' unique wavelengths. Senbei gets to work, muttering about the female genius who designed such a complex device, while an unseen car races closer and closer to his front door.
