Just as Senbei finishes repairing the Dragon Radar, General Blue bursts into the Norimaki home and takes Arale hostage. The psychic grip that has tormented Goku all arc long finally meets the one fighter in the universe who can treat a Red Ribbon general like a rag doll.

Knife at the Throat

With a little paranormal help from baby Turbo, Senbei hands the patched-up radar back to its owner. Goku is delighted until the readout insists all three Dragon Balls are sitting right here in the room. A heartbeat later General Blue storms inside, grabs Arale, and presses a knife to her head. Blue's eyes flash and Goku locks up once again under the Chonoryoku. Confused, the Norimakis ask if the newcomer is a friend; Goku sputters that he is a very bad man, but he cannot even move to help. Blue snatches the freshly repaired radar, tosses the bag of Dragon Balls into Senbei's plane, and announces that he is going to execute the boy on the spot.

Enter the Arale Kick

Blue cracks Goku across the back of the skull and chops down a palm tree with a single hand, ready to use it as a skewer. Before the killing blow lands, Senbei yells for Arale to wrestle the intruder. She giggles, lowers her shoulder, and launches an Arale Kick into Blue's back that folds him in half. A swift headbutt blasts him out of the yard entirely, and when the stunned general tries to flee she sprints ahead, leaps into the air, and clocks him skyward with another headbutt that punts him clean out of the chapter.

A New Radar, a Distant Phone Booth

Freed from the psychic hold, Goku stares in awe as Arale casually reports her victory. She happily mentions that Gatchan and her friend Obotchaman are even stronger, prompting Goku to resolve to train harder. The Dragon Balls are recovered from the plane, but the radar left with Blue. Turbo, unfazed, calls on parts from the plane and magically assembles a brand-new radar on the spot. Goku thanks the family warmly and invites Arale to the next Tenkaichi Budokai before flying off. Far away, a battered Blue reports in by phone from a desert full of pyramids and telephone poles, explaining that returning to base will not be as simple as headquarters demands.
