
King Piccolo unveils a sadistic annual lottery on live television: each year he will draw a numbered card and obliterate the corresponding district. The first card targets West City, sending Bulma into a panic. Tien arrives at King Castle ready to use the Evil Containment Wave, only to find his rice cooker has cracked. Piccolo then spawns a new monster named Drum.
King Piccolo continues his televised address, producing a box containing 43 numbered cards. Each card corresponds to one of Earth's districts. He announces that every year on May 9, the anniversary of his rise to power, he will select a card and completely destroy the district it represents. He invites anyone foolish enough to challenge him to step forward. Yamcha watches from Kame House in helpless fury, while Tien, still flying toward the castle, reaffirms his plan to use the Evil Containment Wave.
Piccolo pulls the first card: number 29, the district containing West City. Bulma, recognizing the danger to her parents, begs Tien to use the sealing technique and promises to revive him with the Dragon Balls. Tien confirms his intention but tells her Shenron has been killed, meaning no resurrection is possible. An enraged Yamcha declares he will go fight Piccolo too.
Tien's airplane reaches King Castle, and he spots Piccolo and Piano preparing to leave in a hovercar. He shouts a challenge from the sky, and Piccolo decides to make a public example of the foolish human. Goku races toward the castle on his new Flying Nimbus. Piccolo and Piano descend to open ground, and Piccolo invites Tien to come down. As Tien prepares to land, he glances at his Electric Rice Cooker and freezes: a large crack runs along its surface, rendering it useless as a seal.
Despite knowing the wave is now impossible to complete, Tien descends anyway. Piccolo notes with surprise that Tien can fly but remains unimpressed. Piccolo says the situation is beneath him, convulses briefly, and spits up a large egg. A hideous creature hatches almost instantly, towering and muscular. Piccolo names his newest offspring Drum. Unflinching, Tien declares he will show them what he is capable of.
