Frieza begins powering up to his absolute maximum while Goku, against King Kai's protests, chooses to wait and face the tyrant at full strength. Meanwhile, Gohan searches the crumbling planet for Bulma. On Earth, Kami and Mr. Popo gather the Dragon Balls, and King Kai devises a plan to wish back everyone killed by Frieza, hoping to revive Guru and reactivate the Namekian Dragon Balls.
Goku charges toward Frieza but stops short when he senses the tyrant's energy climbing rapidly. Frieza's body swells with power as he draws on reserves he has never needed before. King Kai contacts Goku telepathically and begs him to attack now, while Frieza is vulnerable. Goku refuses. He wants to face Frieza at full power, to settle the fight with no excuses. King Kai screams that this is not a game and that Goku needs to think about the others. Goku remains unmoved, declaring he will win and avenge Krillin properly. He tells Frieza to take all the time he needs, and the tyrant grins, recognizing this is exactly the opportunity he wanted.
Elsewhere on Namek, Gohan flies across the deteriorating landscape searching for Bulma. He senses Frieza's ki increasing at an alarming rate and wonders what is happening. After a frantic search, he locates Bulma, who is complaining about boredom and asking when Goku will arrive. Gohan tells her he will explain later, and they prepare to move.
On Earth, Kami contacts King Kai and confirms that Mr. Popo has gathered all seven Dragon Balls. King Kai asks whether Shenron can revive groups with a single wish. Upon learning that he can, King Kai instructs Kami to wish back everyone killed by Frieza and his forces. His reasoning is shrewd: if everyone Frieza killed is revived, that should include Guru, whose life sustains the Namekian Dragon Balls. Yamcha, Tien, and Chiaotzu agree to remain dead for another year so the wish can serve Namek instead. King Kai urges Kami to hurry.
On the battlefield, Frieza completes his ascent to full power. He and Goku trade thunderous blows. Frieza declares this was merely a warm-up and notes that Goku would be the strongest in the universe if not for him. On Earth, Mr. Popo stands before Shenron, the eternal dragon coiling above the darkened sky.
