
Cell constructs a grand fighting arena for his upcoming tournament, then storms a television station to deliver a terrifying ultimatum to the entire world. With nine days until the Cell Games, Earth's defenders begin preparing in their own ways, while the planet's forgotten hero trains quietly with his son.
Cell arrives at a remote location he deems perfect for the Cell Games. He decides the ring should be slightly larger than the one used at the World Martial Arts Tournament. With devastating precision, he clears the terrain, obliterating a house in the process. He lifts a massive boulder, slices it into smooth stone tiles, and assembles them into a polished fighting platform. Satisfied with the basic structure, Cell departs for the ZTV broadcasting station to announce his tournament.
At Kame House, Yamcha and Krillin sit near the television during a routine weather report. Screams suddenly erupt from the screen as Cell appears inside the station, having killed the weatherman. He introduces himself as the creature responsible for the mass disappearances across multiple cities, then reveals the Cell Games: a martial arts tournament in nine days. He challenges every capable fighter on Earth, warning that failure means the extermination of all life and the destruction of the planet. To prove his sincerity, Cell blasts a gaping hole through the station wall, then flies away through the wreckage.
Master Roshi, Krillin, and Yamcha stare at the television in stunned silence. They wonder who could possibly stand against Cell when both Vegeta and Trunks have already fallen. Over at Capsule Corporation, Vegeta declares his intent to re-enter the Hyperbolic Time Chamber. He cares nothing for the lives of Earth's people, but he refuses to rest until Cell is dead. Future Trunks announces he will join him, prompting Bulma to insist on trimming her son's long hair first.
Cell's broadcast plunges the world into panic. Civilians have forgotten a boy who once toppled King Piccolo, turned back the Saiyan invasion, and confronted the galactic emperor Frieza. That boy, Goku, is at this very moment training intensely alongside his son Gohan.
