The fighters gather at the Cell Games Arena one by one. Vegeta lands first, followed by a repaired Android 16. When Goku and the rest of the Z Fighters arrive as a group, the announcer and Mr. Satan struggle to explain how so many people can fly. After some bickering over the battle order, Goku agrees to let Mr. Satan go first, and Cell announces it is time to begin.

Arrivals at the Arena

With twelve minutes to spare, Mr. Satan climbs into the ring and waves the announcer and cameraman over. The announcer dubs himself the world's bravest reporter. Mr. Satan brags that he pities Cell for not knowing how strong a real champion is, claiming Cell's feats of destruction were merely tricks with bombs. Cell ignores them entirely. Mr. Satan interprets the silence as fear and taunts Cell by spanking himself. The world cheers. Master Roshi, watching from Kame House, mutters it would not be the worst thing if Mr. Satan got himself killed.

The Warriors Gather

Someone flies toward the arena. Cell recognizes Vegeta and notes he has not learned from their last encounter, though he hopes the Saiyan has improved. When Vegeta lands, the announcer rushes over. Vegeta tells the man to get out of his sight and never speak to him again. With five minutes remaining, Android 16 arrives bearing a Capsule Corporation patch over his old Red Ribbon Army logo. Cell is surprised to see him functional. Vegeta scoffs that Bulma and her father wasted their time repairing a robot.

Goku Steps Forward

Cell senses Goku's energy approaching. Seven fighters descend and land together: Goku, Gohan, Krillin, Piccolo, Yamcha, Tien, and Future Trunks. Cell welcomes them while Vegeta questions why some even bothered to show up. The announcer insists they were all flying, but Mr. Satan maintains it is a popular trick. Android 16 walks over to Krillin and thanks him for arranging the repairs. Goku wishes 16 good luck, but the android coldly states he was built for the sole purpose of killing Goku. Mr. Satan notices he is no longer the center of attention. Goku cracks his knuckles and volunteers to go first. He checks with Vegeta, who does not care since he plans to finish Cell himself. Mr. Satan protests, and Krillin tells Goku to just let the champion go first. Goku agrees. Cell interrupts, declaring it is time to begin.
