Ten years have passed since the defeat of Kid Buu. At the Son family home, Goten finishes an exhausting sparring session. Goku greets Bulma and Vegeta, who have come to visit. Bulma scolds him for his absence, noting he skipped the last group gathering to train. Goku teases her about aging, and Vegeta explains that Saiyans remain youthful longer because their fighting biology demands it.
Vegeta asks about the World Martial Arts Tournament happening the next day. Goku confirms he is entering and reveals that an incredible fighter will be competing. The mystery person is an Earthling who has been suppressing his ki. Trunks arrives and chats with Goten, who complains his father forced him to enter despite having a date planned. Pan, Goku's granddaughter, flies in excitedly, fresh from circling the entire globe. She announces she is entering too, even though she will face adults.
Vegeta, now intrigued, agrees to compete and threatens to halve Trunks's allowance unless he enters too. At the tournament grounds, Mr. Satan reminds Good Buu of their usual routine: dominate the challengers, face Satan in the finals, and lose on purpose. Goku reveals that he, Vegeta, Goten, and Trunks have all passed the preliminaries. Mr. Satan panics but is reassured they will let him win.
During the lottery, Goku quietly asks Buu to manipulate the numbered balls with magic, ensuring Goku draws number three and the boy named Oob draws number four. Vegeta demands to know who this fighter is. Goku explains that as Kid Buu was dying, he wished for the monster to be reborn as a good person. King Yemma honored that wish, and Oob is the result. Even the boy's name is "Buu" spelled backward. The nervous ten-year-old stands among the competitors, hoping to win the prize money his poor village desperately needs.
