Drawing Out Dormant Power is a category of techniques that allow a practitioner to awaken the hidden potential sleeping within another individual. Multiple characters throughout the series have demonstrated this ability, including Grand Elder Guru, Old Kai, and Shenron. The most famous application was Old Kai's lengthy ritual that unlocked Gohan's full potential before the final battle with Super Buu.
The Grand Elder of Planet Namek could draw out a person's dormant power by simply placing his hand on their head. He used this ability on both Krillin and Gohan during the Namek Saga, significantly increasing their battle power in a matter of seconds. Krillin went from being hopelessly outclassed by Frieza's soldiers to holding his own in skirmishes, and Gohan's already impressive latent abilities were pushed much higher. The technique was simple and fast, but it could only access whatever potential was already present. If someone had already reached their ceiling, the technique would have no effect.
Old Kai's method was far more elaborate and time-consuming. It involved a lengthy ceremony where the old deity sat before the target and performed what appeared to be an extended meditation, complete with dancing and chanting that took over twenty hours to complete. The result, however, was dramatically more powerful than Guru's version. Gohan emerged from the ritual with his full latent potential unlocked, a state later called "Ultimate Gohan" by fans. In this state, Gohan surpassed Super Saiyan 3 Goku without needing to transform at all. His base form alone carried enough power to dominate Super Buu.
In Dragon Ball Super: Super Hero, Piccolo wished on the Earth's Dragon Balls for Shenron to draw out his dormant potential. Shenron complied, granting Piccolo a significant power boost, and even threw in a little extra as a bonus, which later manifested as the Orange Piccolo transformation. This demonstrated that even the Eternal Dragon could perform a version of this technique through the wish-granting mechanic, broadening the list of beings capable of unlocking hidden power beyond just Kais and Namekian elders.
