
From a cave hideout, All For One explains why staying hidden was only ever step one, and why the strongest woman alive is both his largest obstacle and his richest prize. Spinner receives a new role, Skeptic reactivates the liberation remnants, and Star and Stripe meets her opponent over Japanese airspace.
Holed up in a secret cave with Shuichi Iguchi, All For One credits the escaped inmates for keeping the heroes and the Police Force too scattered to focus on him, which means the hiding is over and he has won. Spinner points out that leaving the country would have settled it just as well, but All For One answers that slipping the net was only his first objective. The next one is One For All.
Asked why that is not the endpoint, he says he has been planning far ahead, and that this moment presents both the greatest obstacle and the ultimate opportunity. His connections span the globe, and while Toshinori Yagi crushed his organized crime inside Japan, matters abroad went untouched. Once that machinery starts making noise, every nation will put its own safety first.
The American hero Cathleen Bate, billed as the strongest woman in the world, is the one intervention he would genuinely fear. Take her Quirk, however, and nothing else stands in the way. He then tells Spinner that his stretch as a bodyguard is ending, because the next job is supporting Tomura Shigaraki as the one who spins this tale, a reminder of what being a heteromorph means.
Out on the streets, what remains of the Paranormal Liberation Front keeps the embers of liberation glowing, chiefly the heteromorphs from Spinner's own squadron. Their orders come from Tomoyasu Chikazoku, who tells them to press on and stamp out the resistance. He still has no love for the League of Villains, but Rikiya Yotsubashi recognized them, and whether they are sincere liberators hardly matters when their influence is real. Once Tomura has flattened everything, they will plant the seeds of what comes next.
Hawks, Best Jeanist, and Endeavor travel toward their rendezvous with Star and Stripe, with Hawks fretting over how abruptly she left and Best Jeanist trying to settle him. Naomasa Tsukauchi cuts in with word that something else has entered the airspace around her planned landing point. He has finally shown himself.
Astride a flying Nomu, the fused Tomura faces Star and Stripe and her escort of fighter jets. She asks if he is the one the world calls All For One. His only answer is a question of his own: what exactly is he?
All For One keeps scheming from cover while Spinner stands guard, and he settles on taking Star and Stripe's Quirk as the move that clears his path to One For All.
Spinner learns that his next assignment is to stand beside Tomura as the one who spins this tale.
Skeptic reestablishes his line to the Paranormal Liberation Front survivors and tells them to keep fighting under the League's banner. Every one of Spinner's advisers turns out to be a heteromorph.
The fused villain and Star and Stripe come face to face over Japan, setting the battle in motion.
