Obtain the Five Keys! The Straw Hat Pirates vs. CP9!

The Rocketman plows headlong into the Tower of Justice. Spandam takes Lucci and Robin onward toward the Gates of Justice and leaves the remaining agents to wipe out the intruders, telling Robin along the way that his blade is the elephant Funkfreed reshaped by a Devil Fruit, the Zou Zou no Mi. Franky pulls Kokoro, Chimney, and Gonbe from the wreckage, and the rest of the crew climbs out of the debris without a scratch, which only baffles him further.

Fukurou stops the group to spell out the situation. Every CP9 agent present holds a Seastone cuff key, and just one will release Robin, yet he refuses to reveal who carries it. Slipping past Luffy with Soru and Geppo, he warns that the keys will be thrown into the ocean unless the crew earns them in combat. Sanji devises a strategy, sending Luffy ahead to overtake Robin while the others handle CP9.

Chimney and Gonbe duck into a concealed passage and resolve to tail the boasting Spandam. Luffy sprints through a tangle of staircases, Franky goes hunting for cola only to meet Fukurou, Nami is faced by Kumadori's kabuki theatrics, and Sogeking stumbles on a sleeping Jabra with a key lying in plain sight. Kalifa seals Sanji inside a bathhouse, and the episode ends as Zoro meets Kaku in the library, swords already bared and craving blood.

The crew arrives at the Tower of Justice and learns one key frees Robin. Spandam leaves with Lucci and Robin, his weapon the transformed Funkfreed. Fukurou outlines the key challenge and escapes. The Straw Hats scatter into individual fights: Luffy pursuing Robin, Franky against Fukurou, Nami against Kumadori, Sogeking near Jabra, Sanji trapped by Kalifa, and Zoro facing Kaku.

Belonging to the Enies Lobby Arc, the episode adapts content from Chapter 400. The anime inserts scenes absent from the manga, among them the moment Chimney and Gonbe uncover the concealed route leading toward Spandam's destination, and Luffy threading a maze of corridors. During one such sequence, a coloring slip briefly tints Luffy's shorts blue.
