Summary

Facing Luffy's group, Viola spells out that Pica's Ishi Ishi no Mi binds him to any stone, and since the palace is built entirely of rock he now rules the structure itself, driving its walls together to grind them down. In the arena, Burgess provokes the spectators by hurling a fighting fish into the seating and shrugging at the wounded. When the fish carrying the flame fruit barrels toward Rebecca, Sabo dives for the chest, and Diamante, taking him for Luffy, lunges only to feel his weapon break against Sabo's pipe.

Key Events

Burgess grabs the chance to flatten both rivals together, yet Sabo answers the Surge Elbow head-on with Dragon Talons hardened by Armament Haki, splintering the man's gauntlet and leaving Diamante questioning whether this Lucy is really Luffy. Below the city, Usopp sees toys streaming out of the factory and hears from the dwarves about the central lift to the palace and the pipes that empty into the scrap heap under the executive tower. Within that tower, Trebol, shown to carry the Beta Beta no Mi, mocks the captive Cavendish, and Sugar converts him into a toy, sealing a contract that forbids him from harming humans and forces obedience to the family, draining his will so that he is erased from memory and put to smuggling arms.

Usopp, Robin, and the dwarves arrive at Sugar's chamber. Leo unfolds the plan: tuck a hardened pellet of the planet's fiercest seasoning, Tatababasco, shaped to pass for a grape, into her fruit basket so a single bite drops her and dissolves her hold over every toy. The spice is so savage that trials left dwarves collapsing and a number teetering near death. Usopp waves Leo forward while quietly resolving to bolt if things go wrong, and Leo swears that Sugar's scream will liberate his comrades, give back stolen memories, unmask Doflamingo, and return their land to its rightful King Riku.

Notes

Pica's power is verified as the Ishi Ishi no Mi, and Sabo and Burgess both reveal Armament Haki. Trebol is identified as the Beta Beta no Mi user, the scrap heap lies directly under the executive tower, and the fighters carried to the infirmary, Hack and Elizabello II among them, have also been changed into toys. Hack is shown to be cooperating with Koala. An art mistake also appears, tagging the fruit-bearing fighting fish with an eight in place of a one.
