Standing tall and slim at 196 cm with fair skin, Betty wears her purple hair in a short bob. Pale green eyes sit behind black-framed sunglasses tinted red, and she is rarely without red lipstick or a lit cigarette. Her wardrobe is loud and theatrical: a red top hat fitted with goggles, a pair of curled red horns at the front, and a long puffy white plume trailing off the back.

A red tie sits at her throat, while a cropped red jacket lined in pink hangs open across a barely covered torso. Below she sports red and white striped stockings, red thigh-high boots, and a frilly red skirt cut short at the front yet long behind. A large banner bearing the Revolutionary Army emblem is almost always in her grip. Betty deals with the very people she rescues by mocking and belittling them, addressing them only through degrading nicknames. That harsh streak resembled Ginny's so closely that Kuma was comfortable handing her the East Army command. The rudeness masks her real aim, which is to draw recruits into the Revolutionary Army by pushing them to decide their own course. To her, acting heroically is a choice each person makes alone.

Despite the abrasive front, she carries the same compassion as her fellow executives and a genuine wish to aid those in distress. When Lulusia Kingdom's residents picked up weapons and pushed back against their attackers, she dropped her usual sneer and beamed with pride, openly praising them for standing up to fight.

Twenty-two years ago Betty belonged to the Freedom Fighters and helped liberate Kuma and Ginny while bringing them into the cause. Soon after, that band was reorganized into the Revolutionary Army, with Betty staying on at an undisclosed rank. Within the last four years she sought Kuma's blessing to lead the East Army, and he granted her Ginny's former seat. As an executive she commands every soldier in that division, and the World Government has placed a bounty of 457,000,000 berries on her, a measure of the danger she poses.

Her real weapon is her voice. She carries a Paramecia ability, the Kobu Kobu no Mi, which rallies people into battle and boosts their resolve and strength when she speaks encouraging words to them. Morley dubbed her the flag bearer of freedom, and she also wields both Armament and Observation Haki. During the Levely, she joined Morley, Lindbergh, and Karasu in saving Lulusia from the pillaging Peachbeard Pirates, awakening the townsfolk's hidden power so they could drive the raiders off with sticks. Later, after Sabo's reported death of Cobra and the destruction of Lulusia, she greeted the kingdom's survivors onto Momoiro Island and watched, stunned, as Vegapunk's broadcast revealed the truth about the world's lost continent.
