The Grand Minister serves as Zeno's chief advisor and the organizer of multiversal events, including the Tournament of Power. He announces the rules, referees matches, and enforces the will of the Omni-King without hesitation. His calm demeanor never wavers, even when delivering catastrophic verdicts such as the erasure of entire universes.

As the progenitor of all Guide Angels, the Grand Minister stands above every other angel in the hierarchy. Whis has stated that the Grand Minister is one of the top five fighters across all twelve universes, a ranking that places him above every God of Destruction. Despite this extraordinary power, he is never shown fighting seriously, leaving the true extent of his abilities a mystery.

His children include Whis, Vados, and the attendant angels of every God of Destruction. The Grand Minister maintains a pleasant, smiling disposition at all times, which some characters find unsettling given the gravity of the situations he oversees. Whether he is truly as benevolent as he appears remains one of Dragon Ball Super's lingering ambiguities.
