Shin, known formally as the Supreme Kai of Universe 7, is the highest-ranking divine authority in the mortal realm. Despite his elevated position, Shin is remarkably inexperienced and was thrust into leadership after the original Supreme Kais were killed or absorbed by Majin Buu millions of years ago. He plays a crucial role during the Buu Saga as the one who alerts the Dragon Team to the threat of Babidi.

Biography and Story Role

Shin arrived at the 25th World Martial Arts Tournament alongside his attendant Kibito, initially disguised as ordinary competitors. His true purpose was to track down and stop the wizard Babidi, who was attempting to revive the ancient terror Majin Buu. Shin revealed his identity to the Dragon Team and enlisted their help, though his warnings about Buu's power level left even Goku and Vegeta uncertain about the threat they faced.

As the Buu Saga progressed, Shin's limitations became increasingly apparent. He was powerful by mortal standards, strong enough to paralyze Goku briefly with telekinesis, but woefully outclassed by the enemies he was supposed to oversee. Babidi's minions Dabura and Pui Pui tested the heroes, and when Majin Buu was successfully revived, Shin was helpless to stop the creature that had murdered his predecessors.

Shin later fused with his attendant Kibito using the Potara earrings, becoming Kibito Kai. In Dragon Ball Super, this fusion was undone by a wish on the Namekian Dragon Balls. Shin continued to serve as Supreme Kai, participating in events like the Tournament of Power as an observer. His life link to Beerus, the God of Destruction, added a layer of cosmic significance: if Shin dies, Beerus dies too, and vice versa.

Abilities and Role in the Cosmos

Shin possesses abilities befitting his divine station, including telekinesis, telepathy, the Kai Kai instantaneous movement technique, and the ability to create objects from nothing. He can also heal others and sense energy across vast distances. On the Sacred World of the Kai, he has access to powerful artifacts like the Z Sword and the Potara earrings.

However, Shin's combat power is notably low for someone of his rank. He was originally the weakest of the four Supreme Kais serving under the Grand Supreme Kai, and he only inherited the title because the others were killed or absorbed by Buu. This creates an interesting dynamic where the universe's divine protector is substantially weaker than many of the mortals he oversees, a situation that has been the source of both dramatic tension and comic irony throughout the series.

In Dragon Ball Super, Shin's role expanded as the cosmology grew more complex. His life link to Beerus made him a strategic vulnerability during the Tournament of Power, and his interactions with other universes' Supreme Kais revealed just how unusual Universe 7's situation was. Most other Supreme Kais were more competent and experienced, further highlighting how much of Universe 7's survival depended on the mortal fighters rather than its divine guardians.
