Teruo Unagisawa is nineteen and looks twelve, adores Pop☆Step past the point of good judgment, and has twice been turned into a giant eel by other people's chemistry. He ends up working at Hopper's Cafe, which is a gentler landing than most of the Villain Factory's material gets.
Anyone guessing his age would guess middle school. Teruo is small, round-headed, round-eyed, and wide-nosed, with a scalp bare except for a single tuft at the crown, and none of it suggests nineteen years.
Trigger rewrites that body into something long and eel-shaped, its mouth built like a lamprey's. The Villain Factory's version goes further: a colossal electric eel of a thing, thick-limbed, with eyes running in rows across it.
Teruo is trusting to a fault and thinks very little of himself. He will say plainly that he is weak and that he is not clever.
The one thing that overrides all of it is Pop☆Step. His fandom is total, it pushes him into decisions he has not thought through, and it survives everything done to him. Even remade as a Next-Level Villain, she is still the only thing on his mind.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
His original Quirk, Eel, only surfaces under Trigger, and it swells him into a big eel-shaped thing whose skin is impossibly slick.
Electric Eel replaces it after the Villain Factory abducts and modifies him, locking in the giant eel-man shape and adding a discharge of electricity. The current costs him something: releasing it knocks him out cold.
He counts among the Instant Villains and later the Next-Level Villains, both in the past tense, and afterward he lands at Hopper's Cafe.
Teruo Unagisawa is twice turned into a giant eel-shaped creature, first by his own Trigger-activated Quirk and later by forced modification at the hands of the Villain Factory. After his time as a Next-Level Villain ends, he lands a gentler job working at Hopper's Cafe.
Teruo Unagisawa is nineteen years old but looks about twelve, and he adores the hero Pop☆Step, also known as Kazuho Haneyama, past the point of good judgment. His devotion to her survives everything done to him.

The Villain Factory abducts Teruo Unagisawa and forcibly modifies his body, locking him into a giant eel-man form and giving him the Electric Eel Quirk. He is counted among their Instant Villains and later their Next-Level Villains.
