For his years Dellinger is short and slight, his shoulder-length blonde hair shaggy and his overall look markedly effeminate. The outfit assembles hoop earrings, a white horned cap stamped with a dark fighting fish, a long-sleeved shirt in a giraffe print, shorts of blue, and stilettos in a deep purple. His eyes usually read as gentle, but bloodlust blows the irises wide and crimson in the fashion of a fighting fish or an enraged Arlong.

From his fish-man heritage come a dorsal fin riding his back and the horns sprouting from his head, both of which he keeps tucked away until the moment he strikes. He can likewise force sharp fangs outward by driving his normal teeth up through the gums. Even in the cradle he sported a miniature horned cap with the fin already poking through his baby clothes, and by six he carried a backpack and a shirt patterned only along its bottom half.

Flamboyant and flashy, Dellinger backs his oddball fashion with a self-assurance that slides into arrogance, and he holds his fighting fish ancestry in high regard. He keeps secrets poorly, blurting out sensitive details like Doflamingo's order to do away with Bellamy. That same swagger leaves him slow to register danger, which undoes him when Hakuba-form Cavendish cuts him down after he waves off a warning from Gladius.

Battle draws out a vicious, blood-thirsty edge, and he ridicules Ideo for prizing honor, insisting the strong have no need of it. Anyone who blocks one of his kills earns his rage, and he swore revenge on Bartolomeo for sheltering Bellamy. Toward his own crew, though, his devotion runs deep, since he regards them as family and brands his pursuit of Bellamy a family matter.

His position let Dellinger boss the crew's lower members plus a force of two thousand soldiers, and his fish-man strength made him a frequent, dreaded competitor at the Corrida Colosseum, where the four Diamante officers were said never to lose a tournament. Surviving sixteen years in Doflamingo's crew from infancy onward spoke to his power, given how seldom recruits endured even a couple of days. Doflamingo entrusted him with felling the high-bounty Bellamy, a job he nearly finished before Bartolomeo's barrier got in the way, and he went on to crush Suleiman, Dagama, Blue Gilly, and Ideo one after another.
