Summary

A news helicopter over Jaku City reports nearly a third of it destroyed, with heroes and police pulling civilians out as fast as they can. All Might and Eri are among those watching. The broadcast likens the scene to Deika City, admits the dust and debris make it impossible to see what the heroes are fighting, and files the crisis alongside Hosu and Kamino as another act of large-scale terror, asking where the country is heading.

Still airborne, Tomura lifts his communicator and gives an unseen listener a single instruction: kill whoever they find. Endeavor charges his sidekick Kido, whose bandages form a loop, and the Quirk behind it, Traject, bends his course straight up at the villain. Ryukyu shouts that the Decay is still off thanks to Aizawa, who has twisted an ankle and leans on Manual, using water to keep the erasure hero's eyes wet and open. Endeavor's fire only scorches Tomura's left arm as he twists right, and the hero realizes no Quirk was used, only raw physical strength, and that moving freely through the air recalls All Might. Garaki, still in Present Mic's grip, admits the power he built into Tomura never quite reached All Might's level, because any further modification would have ruined his brain. Aizawa wonders whether this is what a perfected Nomu looks like. Ryukyu closes in and Tomura slams Endeavor into her, dropping them both to the ground.

Gran Torino sets Deku and Katsuki down somewhere safe and explains that Aizawa is holding the Decay shut. Deku starts to introduce Katsuki, only to learn that All Might had already passed word that the boy is in on the truth behind One For All. Katsuki complains about the distance and is told the gap is exactly right: Tomura is faster than they imagine, few can chase him, communications are dead, and the plan was always to press him away from people and into Aizawa's line of sight, which is working. Gran Torino leaves to reinforce Aizawa, warning that Tomura carries All For One's Quirk and that losing One For All would be the worst outcome imaginable. As the heroes converge, Nomu haul themselves out of the wreckage, and nobody can work out how they survived.

Tomura stands atop the beaten Endeavor and Ryukyu and raises his right arm, mocking the pose Endeavor struck after defeating Hood, asking which arm it was and offering to raise that one once it heals. Endeavor swings and misses. Tomura recalls steering his Decay around the Nomu capsules after waking, though not all of them made it, and Garaki's promise that the creatures stay dormant until a current runs through them and then obey him alone. Servants fit for a king, he decides. Garaki praises the save to Present Mic, explaining the Radio Waves blast switched them on and that, untested and unable to think for themselves, they still hit hard enough to be called Near High-Ends. Gran Torino moves to cut them off and tells the boys to hide.

Tomura goes for Aizawa, calling him a hindrance. Rock Lock braces to defend him and wonders whether reaching him means dying. Aizawa thinks of Class 1-A and of his protégé, resolving to live long enough to watch them graduate into heroes, and shouts that Tomura is the only hindrance here. The villain slips past Rock Lock, Gran Torino stretches out a hand, and Deku slams into Tomura first. Katsuki lands beside him, and the two, remembering everything their teacher has done for them, decide that saving him falls to them this time.
