Towering and slender in old age, Tsuru keeps her silver hair gathered into a modest ponytail, and her relaxed dress sets her apart from the buttoned-up brass around her. She favors an untucked shirt with the sleeves pushed up, a loose tie, and trousers cut to the calf, an ensemble that, paired with her frame, evokes the bird she is named for. Beaded earrings hang at her ears and two bracelets ring her right wrist, while her coat carries gold outer epaulets and purple inner ones dotted with white.

Flashbacks reveal her earlier years. As a young recruit she had deep blue hair in a loose tail with side bangs framing her face, wore the standard Marine uniform, and slung a rifle across her back. By her thirties her ponytail hung loose over a dress shirt, and by the time of the Edd War her epaulets were still the plain blue of a lower rank. Wrinkles had already settled into her skin by middle age, visible when she was forty-nine.

Sharp-minded and seasoned, Tsuru carries an authority that her years have only deepened. Her insight outpaces her peers: she alone read Donquixote Doflamingo's scheme to set Marines brawling during the Warlord meeting while everyone else dismissed it as horseplay, and she recognized Laffitte the instant she laid eyes on him. She has no patience for younger officers fretting over her safety, brushing them off when she chose to face oncoming pirates herself, reasoning that no corner of the world was safe enough to flee to anymore. Garp describes her as compassionate at heart, a side she rarely lets show. Her code is one she calls "Cleansing Justice."

Belonging to the storied generation that produced Garp and Sengoku, Tsuru ranks among the most respected Marines alive, treated as a living legend by figures like Franky and Usopp. Even at sixty-three she frightened Doflamingo, an already formidable pirate, so badly that he repeatedly fled her pursuit across the North Blue and abandoned a scheme to seize Law the moment he spotted her warship off Minion Island. She later joined Sengoku and Fujitora as part of Doflamingo's escort that beat back Jack of the Beasts Pirates.

Her tactical knowledge is vast, spanning criminals from every corner of the seas, and she served as Sengoku's renowned staff officer before his retirement. Her power comes from the Woshu Woshu no Mi, a Paramecia fruit that lets her literally launder enemies, scrubbing them flat and pliable like hung laundry to lock them in place, and even rinsing a measure of evil from those she washes. As a Vice Admiral she also commands both Armament and Observation Haki, and in her youth she carried a flintlock rifle.
