All Might lays out the target list and the grim arithmetic, and Class 1-A informs him they have been training for this since the war ended. Across the country the League sits still while damaged Quirk Factors heal, and All For One hints that his way into U.A. is already inside the walls.
Working from the data the American fighter jets recorded, All Might walks Class 1-A through it. New Order behaved like poison from the moment it entered Tomura Shigaraki, chewing through him and wrecking a sizeable share of his Quirks. The class recognizes the opening for what it is. The surviving heroes are still running the mass evacuation and hunting the villains still at large, and since All For One is impossible to predict, all out war cannot be avoided.
He runs through what is left to deal with: Dabi, Himiko Toga, Tomura, the original body All For One left behind, the six surviving Near High-End Nomu, whatever survives of the Paranormal Liberation Front, plus the convicts still uncaught, with more recruits likely to follow. Fewer than half of Japan's heroes are still standing, and it is Star's sacrifice alone that bought them any time to grow stronger.
Katsuki Bakugo snaps that they have been doing exactly that. Ever since the war ended the class has kept training under the Wild, Wild Pussycats, every one of them meaning to fight beside Izuku Midoriya until Tomura falls. Izuku explains that the others signed on to spar with him while he wrestles One For All into shape, and Katsuki barks back in his usual register that he only wants a live target for his new Cluster moves.
The class heads out to train in high spirits. All Might watches them go and thinks that the zygotes from his first day of class have cracked open into fledgling heroes, that underestimating them was a fool's error on All For One's part, and that this class is a genuine force.
At the League's secret base, Tomura returns screaming. All For One urges him to settle, since their damaged Quirk Factors need to heal, but Tomura keeps raging that he will never know peace while anyone still remembers All Might. Their minds have fused far enough that All For One feels the same hatred. New Order slipped away, but the greatest obstacle is gone, so they can afford to sit still for now.
He puts the League on standby. Dabi objects, unable to stomach watching his father fly around free. All For One tells him they are alike but for one thing. Dabi holds a single goal fixed in his head, while All For One has mapped decades of routes toward his. They must wait for the body to be perfected, and now that Izuku sits behind U.A.'s fortifications, what Dabi lacks besides patience is friends to spare. Inside U.A. itself, Toru Hagakure waits in shadow.
The stolen New Order left a large share of the villain's arsenal ruined, which buys the heroes a window to prepare.
All Might names what is still standing: Dabi, Himiko Toga, Tomura, the original body All For One left behind, the Paranormal Liberation Front cells that survived, six Near High-End Nomu still unaccounted for, the convicts still loose, and any recruits the villains pick up next.
Class 1-A has been drilling under the Wild, Wild Pussycats without a break since the fighting stopped.
The villain goes on standby so his damaged Quirk Factors can mend, while his mind and All For One's keep merging and now share the same hatred. Himiko Toga has rejoined the League.
A mole inside U.A. is confirmed to exist, and Toru Hagakure is seen waiting in shadow.
