
A phone call placed two minutes early, against police procedure and on nothing more than a bad feeling, decides whether thousands of people live. The Scarred Man says only a god could save the Tokyo Sky Egg, and All Might takes about that long to prove him wrong.
Rewind two minutes. Aboard the police helicopter, Shota Aizawa wants the number one hero summoned, and tells Naomasa Tsukauchi to make the call. The heroes appear to be winning, Best Jeanist has the tower braced, and none of that convinces him, because an enemy this prepared usually keeps something in reserve. Naomasa balks at dragging the number one hero out on a hunch. Shota grants that the request breaks procedure and argues the point anyway: thousands of lives are stacked inside an unprecedented crisis, and regulations are the wrong thing to be loyal to right now.
The detective makes the call. All Might is sitting through a meeting at Might Tower as Toshinori Yagi, and steps away somewhere private to take it. Naomasa gets as far as saying the Sky Egg is in trouble before an explosion comes down the line.
Watching from his rooftop, the Scarred Man savors the sight of the dome buckling with a crowd sealed inside, and remarks that saving them would take a god. Toshinori keeps asking what is happening and gets nothing, because Naomasa is staring at a collapsing building that contains his sister. Childhood with Makoto runs through his head, everything she is to him, and what comes out of his mouth is a plea for All Might to save Makoto.
That is all it takes. All Might is out of Might Tower and across the city in seconds, and what he does when he arrives barely reads as human: the wreckage of the tower knocked clear, the ground beneath flattened to receive the dome, animals carried out of harm's way, the Tokyo Sky Egg set down intact, and a few selfies with onlookers on the way through. The bystanders can only stare.
Captain Celebrity and Koichi Haimawari are still in the air through all of it. Koichi spots him and waves, and All Might plucks them both out of the fall, praising the American for what he held up and autographing the vigilante's hoodie. The crowd erupts. On his rooftop, the Scarred Man watches his revenge dissolve and gets angrier by the second.
Shota Aizawa pushes Naomasa Tsukauchi to summon All Might before anything has gone wrong, overriding standard procedure.
The Tokyo Sky Egg collapses with Makoto Tsukauchi and thousands of civilians inside, and Naomasa begs the number one hero to come for Makoto.
All Might lands the dome safely, clears the debris and rescues Captain Celebrity and Koichi mid-fall.
The Scarred Man's final gambit fails completely, leaving him enraged.

All Might rushes across the city in seconds, clears the collapsing tower's wreckage, flattens the ground to receive the dome, carries bystanders' animals to safety, and sets the Tokyo Sky Egg down intact.
All Might plucks Captain Celebrity and Koichi Haimawari out of their fall, praising Captain Celebrity for holding up the dome and signing Koichi's hoodie as the crowd cheers.
The Scarred Man watches from his rooftop as his plan for revenge fails completely, growing angrier as All Might undoes the destruction he engineered.
