Big News! An Incident That Will Affect the Seven Warlords

With the great council adjourned, a story about Sabo sweeps across the world and shakes everyone who knows the name. On a private snail-phone line, Koby trades words with X Drake and comes to learn of the pact struck between the two Emperors of Wano and of CP0 slipping into the country. Backed by the push from Cobra and Doldo, the Warlord arrangement is torn down, and the Marines set off after the pirates it once protected.

One delegation after another departs the summit for home. The fish-man rulers reach their undersea kingdom again under Garp's watch, and he grumbles over the harsh, near-violent quarrels that flared during the council before turning to a matter touching Arabasta. That story had first gone out through Morgans of the World Economy Newspaper; a Cipher Pol agent leaned on him to bury it and got a beating for the trouble, after which a call came in from Wapol. The same headline crushes the Revolutionary Army officers posted at Kamabakka Kingdom. Aboard a Navy ship, Koby quietly raises Drake and confirms the man had stood with the Marines the whole while, commanding the secret SWORD unit, only for Drake to floor him with news of the Emperors' alliance and Cipher Pol's reach into Wano.

The largest disclosure caps it off. Through a vote of the delegates, the system of government-sanctioned pirates was abolished outright. A number of the seats had already gone empty: Crocodile, Law, Moria, and Doflamingo had been stripped of the rank for their atrocities, while Jinbe and Teach walked away by choice. Two monarchs whose lands had suffered under Warlords, Cobra and Doldo, drove the motion through and carried the majority, leaving every former member a fugitive. Soldiers ring Hancock, Mihawk, Weevil, and Buggy and strip away their immunity; all but Buggy steel themselves to fight, while he schemes to bolt as his crew holds off the Navy.

The adaptation folds in the Cipher Pol agent firing off shots before Morgans subdues him, Nantokanette swooning at the Sabo report, Koby stepping into a side room for the call, and Marguerite's group catching sight of Navy ships and bringing word to Gloriosa rather than Hancock. The Dadan Family surfaces for the first time since the timeskip. Jabari, Uraya Mashikatta, and Vincent all debut here, within the Wano Country saga.
