A tall man, Pell bears a purple line beneath each eye, the marks trailing along his cheeks to evoke the falcon his Devil Fruit grants. The robes hide a muscular torso scarred by two large star shapes. His wardrobe runs to a long white robe decorated with brown star motifs and a matching cap, a bulky orange necklace, and striped thigh-high socks worn under ordinary shoes. His blade rides on the right hip, a placement hinting at a left-handed grip or perhaps full ambidexterity. Alongside Chaka, he stands as one of Arabasta's twin guardian spirits, his falcon imagery echoing the Egyptian god Horus.

Honor and respect guide Pell, who devotes himself to safeguarding the royal family. He would shield Vivi from Miss All-Sunday no matter the danger, and his loyalty to the kingdom ran so deep that he gave his own life to carry away Crocodile's bomb. A gentler side shows too: he spoke softly with the young princess about his duties and once flew her around on his back, and he tells her plainly that protecting and fighting are not the same thing. Years earlier, when she tried to craft fireworks from gunpowder for the anniversary of his enlistment, his fear for her safety boiled over into a slap and a shout before he confessed he could not bear to lose her.

Reputed across Arabasta as its mightiest warrior, Pell drew on his fruit to wipe out a cluster of Baroque Works operatives within seconds. His endurance borders on the absurd, since he rose again soon after Nico Robin had broken or badly wounded his back, and he somehow lived through a blast capable of erasing an entire nation. Lifting that bomb, a fully metal object more than twice his falcon-form size, also speaks to raw physical might. His fruit, the falcon-model Tori Tori no Mi, is a Zoan that turns him into a falcon or a man-falcon hybrid; it counts among the rare five fruits granting flight. He wields an exotic plane-shaped sword with skill and pairs a set of Gatling guns with his transformation, making him resemble a fighter aircraft in the air.
