
In the Demon Realm, the newly crowned King Gomah discovers the Earth's Dragon Balls and hatches a scheme to neutralize Goku and his allies. Traveling to Earth with his cohorts, Gomah uses Shenron to transform all of Buu's former opponents into children.
Deep within the Demon Realm, a pair of ambitious schemers named Gomah and Degesu use a magic monitor to review the events surrounding Babidi's invasion of Earth and the battles against Majin Buu. Through this surveillance, they learn about the Earth's Dragon Balls and the powerful warriors who protect them. When the footage reveals Dabura's death at Buu's hands, Gomah seizes the opportunity to claim the title of Demon King for himself.
The celebration is short-lived. Dr. Arinsu, sister to both Degesu and the Supreme Kai Shin, arrives and plants seeds of paranoia in Gomah's mind by suggesting that the warriors who defeated Buu could one day invade the Demon Realm. After she departs, a frantic Gomah decides to use Earth's Dragon Balls to turn all of Buu's enemies and their associates into children, stripping them of their full strength. For his second wish, he plans to obtain the legendary Evil Third Eye, a relic of absolute power lost during a previous era.
Gomah and Degesu enlist Neva, an elderly Namekian who created both the Demon Realm Dragon Balls and the fearsome Tamagami guardians. The trio boards a Demon Realm Plane and travels through a series of Sir Warp portals, living creatures that serve as transit gates between dimensions. Meanwhile on Earth, Goku and his friends gather at Capsule Corporation to celebrate Trunks' ninth birthday. Goku and Vegeta spar after the feast while Dende and Mr. Popo watch from the Lookout above.
The Demon Realm visitors arrive at the Lookout, where Neva uses his abilities to summon and reactivate all seven Earth Dragon Balls simultaneously. When Dende tries to intervene, Degesu strikes him down just before Gomah summons Shenron. The wish is made: every warrior who fought Majin Buu, along with their friends, is transformed into a child, while those who were already children become infants. Across the planet, bodies shrink and voices change as the effects take hold instantly.
