Chapter 47: Struggling

At U.A., Naomasa Tsukauchi brings All Might what the Police Force has pried out of Nomu, which is nothing; every method failed. DNA work proved more useful. Nomu was human once, with a criminal record, and his body carries genetic material from at least four other people. Naomasa reads him as an artificial being engineered to withstand several Quirks at once, the mixture and the bodily modification together having shut down his brain activity. The real problem is the multiple Quirks themselves, which no ordinary route could have supplied barring some extreme inherited permeation. That leaves someone able to hand out Quirks, and All Might understands that an old enemy has started moving again.

In his apartment, Gran Torino tears into how Izuku Midoriya uses his power, calling it reckless and All Might's teaching insufficient. Izuku catches the shift, recognizes the earlier senility as a performance keyed to All Might's own habits, and agrees to train. His costume, repaired and redesigned both, goes on for a mock battle he cannot begin to follow, taking hit after hit from an old man ricocheting around the room. He predicts an attack from behind and gets it right, only for Gran Torino to shove his arm aside. The verdict: too much rigidity, and an awareness that comes apart, both tracing back to the way Izuku treats One For All as something special. Asked to explain, Gran Torino tells him to work it out alone and goes to find food.

Over in Hosu City, Tenya Ida patrols in costume beside Manual of the local hero office, turning over the fact that the Hero Killer Stain crippled his brother. He resolves to hunt Stain himself, unable to forgive the crime, and to avenge Ingenium.

Kurogiri escorts Stain into the League of Villains' hideout to meet Tomura Shigaraki, who wants him to sign on. Stain recognizes the group behind the U.A. raid and asks what Tomura is after: killing All Might and tearing down whatever displeases them, Class 1-A students included. Stain calls it childish and dismisses bloodshed with no cause behind it. The voice on the monitor tells Kurogiri to let the conversation run, reasoning that exposure to a villain of Stain's standing will stimulate Tomura's growth.

Alone again, Izuku chews on the criticism and gets there. Reserving the power for emergencies is exactly what makes him rigid; control means treating it flatly, as he would any other bodily function. He scrambles for his notebook, dumbfounded that the answer had been in front of him the whole time, and commits to drilling the mindset by repetition. Gran Torino, listening from outside, notes how flexibly the boy thinks and grants that All Might picked an excellent successor.

DNA analysis reveals Nomu was bioengineered from multiple people to tolerate several Quirks, pointing to someone with the power to grant Quirks.

Izuku's redesigned costume debuts, and he fails to land a single blow on Gran Torino.

Gran Torino names the shackles holding Izuku's power back: reverence toward All Might, paired with an overdeveloped sense of duty. Izuku concludes he must wield One For All as an extension of his body rather than a last resort.

Tenya begins patrolling Hosu City with Manual and privately commits to pursuing the Hero Killer.

Tomura offers Stain a place in the League of Villains and is rejected.
