Catopesra serves as a law enforcement officer in Universe 3, styling himself as an "Envoy of Justice." His power comes entirely from his specialized battle suit, which features a visor helmet, a large "P" emblem on the chest, and a belt buckle that glows when activating different combat modes. These modes include Raging Battle Mode for offense, Whirlwind Speed Mode for agility, and his self-proclaimed unbeatable Ultimate Mode.

During the Tournament of Power, Catopesra displays a strong sense of courage by directly confronting Frieza while the tyrant rampages across the arena, a situation that causes even Dyspo to lose his fighting spirit. He also demonstrates strategic thinking by teaming up with Biarra to plan an ambush on Jiren, though this plan ultimately fails against the overwhelmingly powerful Universe 11 warrior.

Catopesra's personality blends bravery with boastfulness. He enthusiastically explains each of his suit's modes in detail and becomes flustered when opponents interrupt his speeches. He shows a cold pragmatic side as well, telling Android 17 that "there is no mercy in war" when questioned about attacking a female opponent. He is ultimately eliminated from the tournament and erased along with the rest of Universe 3, but is restored when Android 17's wish brings back all erased universes.
