Kefla wastes no time pressing her advantage against Goku. Her raw power in base form forces Goku to remain in Super Saiyan God, and she taunts him throughout the fight, declaring that nobody can stop her. Beerus angrily accuses Champa of cheating by using Potara, but the Zenos are so delighted by the fusion concept that the Grand Minister officially rules it legal. Elsewhere on the stage, several fights continue simultaneously. Vegeta struggles against Top because he keeps getting distracted by Goku's fight. Gohan and Piccolo press their battle against Saonel and Pilina. When Heles attempts to fuse Zarbuto and Rabanra using her own Potara, a charging Kefla accidentally destroys the earrings and knocks both fighters aside, eliminating Universe 2's only fusion opportunity.
Goku ascends to Super Saiyan Blue, then to Blue Kaio-ken to deflect Kefla's devastating Fist Cannonball attack. Beerus recognizes that Goku's depleted stamina makes sustained use of Kaio-ken dangerous. After one final exchange, Kefla lands a crushing kick that drops Goku back to his base form. She prepares to finish him off, but as her energy barrage rains down, Goku's eyes shift to silver. He deflects every shot without conscious thought, his body moving on pure instinct. Ultra Instinct Sign has returned.
The second activation of Ultra Instinct Sign follows the same pattern as the first: Goku reaches his conventional limit, faces certain defeat, and breaks through. Whis's theory is extended here; Kefla's power rivals the Spirit Bomb itself, providing the extreme pressure needed to trigger the transformation again.
Kefla is a fascinating opponent because her confidence is earned. She genuinely outclasses every conventional form Goku can access. The Potara fusion's staggering multiplicative effect makes her the ideal catalyst for Goku's next breakthrough.
The Grand Minister's decision to legalize Potara fusion mid-tournament has far-reaching consequences. It opens the door for any universe with access to the earrings, though only Champa had the foresight to prepare. Whis's observation about double-elimination risk adds a strategic dimension.
With 19 minutes remaining, Goku has accessed Ultra Instinct Sign twice, each time under extreme duress. The open question: can he maintain it long enough to defeat Kefla?
