A wannabe superhero named Sourman tries to intimidate him, only for Blue to crush a phone booth with his bare hands. Blue gets directions to a mechanic and takes the frightened man's car, but it breaks down on the road. When the young Obotchaman stops to help fix it, Blue becomes infatuated with the boy, though Obotchaman politely declines his offers and leaves.
Blue's troubles escalate when local police officers try to arrest him. He snaps their handcuffs with his bare hands, kicks their guns away, and steals their car. Goku nearly catches him, but Arale accidentally smashes into the police car, sending it flying. The Gatchans then devour the wrecked vehicle, terrifying Blue into fleeing on foot. With his Dragon Radar broken from the chaos, Goku follows Arale to the Norimaki residence, where the eccentric inventor Senbei agrees to try fixing it, just as Blue heads for the same location.
General Blue, a man who commands respect through fear, is reduced to a fumbling mess by Penguin Village's residents. Every attempt to assert his authority backfires spectacularly. Sourman's failed heroics, the broken-down car, the police confrontation, and the Gatchans eating his stolen vehicle all pile up into a comedy of errors that strips away Blue's menacing facade.
