Inside the colosseum, Chinjao lectures Luffy that becoming Pirate King means overpowering every conqueror of the New World, then dissolves into tears over what Garp stripped from his memory and presses for answers Luffy has no way to give.

On the streets outside, a disguised Sanji and Kin'emon track the fight on a screen and spot Marines encircling the arena to seize any defeated entrant who steps out. Strangely, no losing fighter has appeared, a puzzle that even leaves Vice Admiral Bastille unsettled about what is unfolding within.

Elsewhere, the Thunder Soldier recounts how, a decade ago when Doflamingo took the island, he enforced a rigid divide between people and toys. Franky cannot understand the reason until the soldier discloses that each toy was formerly a person, wiped from the recollection of everyone who cared for them, after Doflamingo had a Devil Fruit wielder carry out the transformations.

At Green Bit, Law can barely hold his ground against Issho and Doflamingo together. The shockwaves of their fight reach down into the Tontatta Kingdom, where the dwarves mistake the rumbling for Usopp's Haki. When Usopp asks about their conflict with Doflamingo, the dwarves treat it as obvious and explain that five hundred of their own, including their princess, are enslaved in a concealed factory beneath the Corrida Colosseum, directly under the spot where Luffy now fights.

Chinjao reacts with shock on learning that Rayleigh taught Luffy Haki and is still alive. Sanji and Kin'emon notice that no eliminated fighter has emerged and that their planted spy Maynard has gone silent. The Thunder Soldier outlines Doflamingo's pair of decrees: a curfew once midnight strikes, and a rule forbidding people and toys from entering one another's homes.

The soldier drives the cruelty home with Esta spurning a toy that had been her sweetheart, and a boy oblivious that his toy dog Wanpoko was once his father Milo. Law cannot raise Nami through the Den Den Mushi as the battle turns sour. Leo, after mistakenly stitching his grandmother to a shelf, names the dark factory under the colosseum as the place where the decisive clash will happen.

Marines ring the Corrida Colosseum, and Vice Admiral Bastille, first glimpsed during the Marineford battle, gets his proper introduction here. Chinjao seems to have some past with Rayleigh, though the details are not given. For unexplained reasons, none of the beaten A Block and B Block fighters have left the stadium. Doflamingo's two laws, the midnight curfew and the prohibition on humans and toys visiting each other's houses, are laid out. The toys were all once people, changed through the power of a fruit-eater on Doflamingo's payroll, with the citizens losing their memories of who they had been. Franky and the Thunder Soldier draw near Flower Hill, and the dwarves disclose that five hundred of their friends, their princess Mansherry included, are forced to labor in the dark factory below the colosseum.
