Chapter 68

The pair of guests come face to face with Tomura Shigaraki, who dislikes them on sight and tells Kurogiri to throw them out. Kurogiri counsels patience, since the broker who found them has a record of delivering quality, and the broker himself, wanting his fee regardless, agrees they deserve a hearing. He introduces the girl as a fugitive wanted for a string of blood-draining killings. She gives her name as Himiko Toga, says life is hard, and wants a world that is easier to live in. Someone great, like Stain, is what she hopes to become, and she begs eagerly to be let in. Tomura is unmoved. The boy, per the broker, has no notable crimes to his name but subscribes to the Hero Killer's philosophy. Rather than introducing himself, he asks whether this League actually stands for anything, which throws Tomura off. He calls himself Dabi, promises his real name when it matters, and declares that he will be the one to carry out the Hero Killer's ideals.

Sick of hearing Stain's name, Tomura writes both off as useless and moves to attack. Himiko and Dabi brace to defend themselves. As the three collide, Kurogiri's mist redirects every strike away from its target and defuses the brawl. He tells Tomura that growth is now necessary if he wants what he wants, given the attention on the League of Villains, and asks him not to turn away the help on offer, warning that refusing it means losing everything they still hold. Tomura absorbs it and leaves the room without a word. The broker remarks on how young he is. Kurogiri asks for a few days before an answer on the two applicants, confident that Tomura grasps the situation and will accept them.

At U.A., Denki Kaminari, Eijiro Kirishima, Rikido Sato and Mina Ashido are miserable about missing the forest lodge after failing the practical. Shota Aizawa comes in, confirms that some of them fell short, then announces the whole class is going anyway. The threatened consequence was a rational deception meant to squeeze real effort out of them, which stuns the four. Nobody failed the written portion, he adds, but Denki, Eijiro, Rikido, Mina and Hanta failed the practical, and the trip is a training camp where those five will be worked considerably harder. He passes out guides, and the class discovers a long list of gear nobody owns. Toru suggests they shop together.

The next day everyone but Katsuki and Shoto heads to the Kiyashi Ward Shopping Mall, a center stocked for every conceivable need. The group scatters, leaving Ochaco Uraraka alone with Izuku. He mentions wanting heavy wrist weights and asks her plans; she names bug repellent, then reddens the moment she looks at him and bolts, unable to accept that she has a crush.

Alone now, Izuku is approached by a hooded man asking for an autograph, having recognized him from the Sports Festival. The man drapes an arm over him, gushing about how cool it is that he crossed paths with Stain during the Hosu Incident and survived. Meeting him again, the man says, is hard to believe. Izuku starts to sweat as four fingers settle around his neck. The man muses about destiny and reminds him that their first meeting was during the League's attack on the U.S.J., then reveals himself as Tomura Shigaraki, this time without the hand covering his face. Grinning wickedly, he invites Izuku to have tea.

Giran and Kurogiri press Tomura to take Dabi and Himiko Toga into the League. Kurogiri intervenes before Tomura can kill them, Tomura withdraws, and Kurogiri tells the pair to expect an answer within a day or two.

Eraser Head reveals that the failure penalty was a ruse. All of Class 1-A will attend the summer training camp, but Eijiro, Denki, Mina, Rikido and Hanta failed their practical exams and face supplemental lessons there.

Class 1-A shops together at the Kiyashi Ward Shopping Mall. Ochaco flees after Yuga's exam question resurfaces in her mind, leaving Izuku alone, and Tomura finds him, takes hold of his neck, and says they need to talk.

The chapter is nineteen pages long, ran in issue 52 of 2015 on November 23, and closes out volume 8's stretch of the Final Exams arc. Izuku Midoriya and Tomura Shigaraki share the cover, which also has a sketch version. Reading order places either Chapter 67 or the omake Chapter 67.5 before it.

Episode 38 of the anime adapts the material. The Kiyashi Ward Shopping Mall makes its debut here.

In his author comment, Kohei Horikoshi admits to rewatching the anime's promotional video repeatedly, thrilled that his work is in motion.
