It's Okay

At the League of Villains' hideout, Kurogiri wonders whether the Vanguard Action Squad can pull the mission off. Tomura Shigaraki is unbothered and sees no reason to show his own face yet. Looking back, he calls his first attempt on All Might badly conceived; the smarter play is letting the squad tear down the people propping up the top before anyone goes for the final boss. Whatever happens at the training camp, hero society takes a crack in it. Kurogiri asks if the squad is therefore disposable to him, and Tomura pushes back: he values their strength and their usefulness and wants them to succeed. He and Kurogiri, he adds, are not the only ones the rules of this society hold down.

On the cliff, Muscular lies unconscious and Izuku Midoriya is not finished, because Shota Aizawa and the Wild, Wild Pussycats need to hear what the enemy is capable of. He leaves the villain where he fell, knowing he will not stir soon, and tells Kota that the wildfires will strangle any rescue effort. He asks the boy to use his Quirk to save them the way he saved him. Kota climbs onto his back and they run.

Dabi attacks Aizawa, who slips it and takes him apart with the Capturing Weapon and his fists. Pinned, the villain gives up nothing. Aizawa is looking at the fires and wondering when Tenya Ida, Mashirao Ojiro, Minoru Mineta, and Koji Koda reach the facility. Dabi twists loose, still wrapped in the cloth, and then crumbles into nothing at all. Aizawa sends the students inside and heads for the trees.

The explanation is elsewhere in the forest: that Dabi was a copy, made by Twice with his duplicating Quirk. The genuine article asks for two more so he can go back to work on Eraser Head, and Twice obliges.

Izuku and Kota spot Aizawa on the way, and Izuku hands the boy off to go find Mandalay, only for Aizawa to catch him first with a message to carry.

Outside the forest, Mandalay is having trouble with Spinner while Magne matches Tiger blow for blow. Spinner's blade is coming down on her when Izuku arrives, Full Cowl in his legs, and shatters the weapon to the villain's astonishment. Rolling to a stop, he reports that Kota is safe and asks her to pass the message along. Mandalay puts Aizawa's words into every head in Class 1-A and 1-B: combat is authorized. The students may fight. Back among the trees, Aizawa has worked out that the students themselves are the objective, which makes this life or death and leaves him no other call. He accepts that the punishment will land on him, and hopes none of them die.

Tomura lays out his strategy for the raid to Kurogiri, framing the camp attack as a wound to hero society regardless of the outcome.

Aizawa defeats Dabi easily, only for the villain to dissolve, revealing that Twice has been supplying duplicates.

Izuku smashes Spinner's blade and delivers Aizawa's message to Mandalay.

Mandalay broadcasts the authorization for the students to engage the villains, a call Aizawa expects to be punished for.

Twice makes his first appearance in this chapter. Kurogiri and Tomura Shigaraki are on the cover, and Episode 43 adapts the material.

Horikoshi's author comment mentions that his workplace had been watching Koji Shiraishi films, and that he loves Kudo.
