Cell arrives and immediately makes his presence felt, powering up by drawing on the life force of over a thousand innocent people he absorbed. Piccolo estimates the staggering number of souls fueling the creature's transformation. When Cell finishes, he strides past a stunned Piccolo and taunts him about trembling with fear. Piccolo, furious rather than frightened, fires back that Cell's power is not his own but stolen from the lives of the innocent. Cell dismisses the accusation, claiming those people now serve a greater purpose as part of his evolution.

Cell approaches Android 17, who is still focused on his unfinished business with Piccolo. The Namekian barely manages to shout a warning that Cell intends to absorb both 17 and 18. When Cell's tail lashes out at 17, Piccolo intervenes and knocks the bio-android away, saving 17's life. The two unlikely allies team up, with Piccolo explaining exactly what Cell is and what he needs to reach completion. The androids are disgusted to learn they are fuel for this creature's transformation, and Cell confirms every word with chilling calm.

Tien Shinhan arrives at the battlefield to assess the situation firsthand, while Krillin intercepts Bulma to retrieve the shutdown remote. Piccolo charges his devastating Light Grenade and unleashes it on Cell, but the bio-android emerges completely unharmed, now radiating a golden aura. Before Piccolo can urge 17 to flee, Cell strikes with terrifying speed, breaking Piccolo's neck with a single blow. He grabs the Namekian by his collar, calls him disposable refuse, and drives an energy blast straight through his torso before hurling him into the ocean.

The brutality of the act horrifies everyone. Tien watches in stunned silence, 17 denounces Cell as a beast, 18 recoils in shock, and even the stoic Android 16 glares at Cell with quiet fury. On the Lookout, Gohan witnesses the attack through telepathy and wants to rush to Piccolo's side, but Goku holds him back, knowing his son would meet the same fate.

The Price of Borrowed Strength

Piccolo's moral indictment of Cell is one of the most powerful moments of the Imperfect Cell Saga. His fury at Cell's "borrowed strength" speaks to one of Dragon Ball's core themes: the difference between power that is earned through discipline and power that is simply taken. Cell views absorption as destiny; Piccolo views it as murder dressed in purpose.

The brief alliance between Piccolo and Android 17 also carries thematic weight. These two were fighting each other moments ago, but the arrival of something truly evil forces them to cooperate. It underscores how the android threat pales in comparison to what Dr. Gero inadvertently created in Cell.

Piccolo's apparent death here serves a critical narrative function, removing the strongest non-Saiyan fighter from the board at the worst possible moment. With Piccolo eliminated, the saga shifts its focus entirely to the Saiyans' potential and the desperate measures that remain.

A Warrior Falls

Interestingly, the Japanese version and the English dub handle Cell's attack on Piccolo differently. In the original, Cell accidentally breaks Piccolo's neck because he has not yet adjusted to the massive increase in strength from absorbing so many people. The English dub rewrites this as a deliberate decision, with Cell stating he already has more than enough Namekian DNA and sees no value in absorbing Piccolo further. Dragon Ball Z Kai would later restore the Japanese rationale.

This marks the third time in the series that a critically wounded character survives by falling into water, following Vegeta's fight with Zarbon and Krillin being impaled by Frieza. It also marks the first time Android 16 speaks about anything beyond Goku, birds, or power levels, as he urgently warns 17 to avoid engaging Cell.
