With Earth restored, Goku begins gathering energy for the Spirit Bomb while Vegeta pleads with humanity to raise their hands. Despite their desperate appeals, the people of Earth refuse to cooperate, leaving the bomb woefully incomplete as Good Buu fights to buy time.
The people of Earth return to life along with the Z Fighters and their families. Goku positions himself to begin forming the Spirit Bomb while Vegeta, aided by King Kai's telepathy, broadcasts a message to every living person on the planet. He explains the threat they face and asks everyone to raise their hands and lend their energy to the cause. The response is disheartening. Only the families and friends of Goku and Vegeta comply. Ordinary citizens around the world hear only an unfamiliar voice from the sky and dismiss it outright.
Vegeta pleads over and over, growing increasingly frustrated. He has never needed to ask anyone for help in his life, and the humiliation of being ignored only compounds the urgency of the situation. The people simply do not care enough to trust a stranger, no matter how desperate his tone.
While Vegeta struggles to rally the Earth's population, Good Buu steps into the ring to buy precious time against Kid Buu. The fight is entirely one-sided. Good Buu absorbs punishment at a rate that would destroy any normal fighter, but his regeneration and sheer willpower keep him standing. Kid Buu batters him relentlessly, clearly enjoying the violence.
Despite the energy donated by their closest allies, the Spirit Bomb remains far too small to pose a real threat to Kid Buu. Goku watches with growing anxiety as his greatest weapon takes shape but lacks the critical mass it needs. The Earth's population holds the key to victory, yet their apathy threatens to doom the entire planet. Time is running out, and Good Buu cannot hold on forever.
