Kugo's mutant-type Quirk shapes his tall, powerfully built body along the lines of a killer whale. Deep white eyes hold red pupils circled by several rings, and the overall effect can be menacing enough to earn him third place among heroes mistaken for villains.

His usual hero costume is a white suit whose high collar climbs to his chin, decorated with diamond shapes cut to resemble teeth. A pink tie hangs from it like a tongue, and a cape patterned after a killer whale drapes his back. He worked the Provisional License Exam in a red vest with metal gauntlets on both arms.

The Paranormal Liberation War left a scar across his left eye. Eight years past the Final War his face carries additional scars and wrinkles, the kind that whales and other large sea creatures accumulate as they age.

Gang Orca approaches the job calmly and takes every situation seriously. Among fellow Pro Heroes he is warm and reliable, relieved when Tiger managed to rescue their ally and quick to settle him when he fretted over her condition. He is also willing to needle a colleague, ribbing Best Jeanist over his failure to sand down Katsuki Bakugo's crude attitude.

When the work calls for it he can turn ruthless and frightening. Late into the Provisional Licensing Exam he played a genuine villain and pressed the students hard, and he never softens a critique of their mistakes. Behind that hardness sits someone who admits he enjoys watching them scramble to fix what they got wrong.

Teaching aspiring heroes matters to him enormously. He was blunt and belittling throughout the Remedial Course toward everyone who had failed the exam, but the harshness and the intimidating front cover real investment in the students under him and a wish to push them into becoming heroes with heart. Present Mic points out that the man underneath is a softie who loves children. It shows in how he encourages them about their potential after the first remedial lesson, then trips over himself and roars at them not to dare fail.

Overall Abilities: Kugo held tenth place among Japan's Pro Heroes before All Might's retirement moved him to twelfth. He fights by herding opponents with a whale's physiology and locking them down under hypersonic waves, which double as a shield against incoming attacks and a deterrent at any range, and Orcinus grants him the parameters to compete in water and on land alike. At the Kamino Incident he and Mt. Lady put down Nomu of several grades, some of them held in place by Best Jeanist. In the exam's closing stage he dominated Shoto Todoroki, Yo Shindo, and Inasa Yoarashi outright, three standouts from their respective schools, though Inasa and Shoto handed him the opening by fighting each other first. Izuku Midoriya's intervention then wrapped him in the exhausted elemental heroes' combined fire tornado, and he emerged to trade blows briefly with the One For All successor as the exam closed. By his own account, another stretch of that fight would have seen the three first-years' teamwork overwhelm him.

Enhanced Strength: A killer whale's power lets him overpower Nomu across multiple levels and pin a person with a single arm.

Enhanced Durability: Extreme heat is his innate weakness, yet a spiraling flame prison held him for several minutes without breaking him, aided by the water bottle he keeps on him. He also stopped Izuku's Shoot Style without difficulty, though the block wrecked his gauntlet.

Enhanced Speed: His orca build moves faster than his size suggests, and he closed on Shoto before the student registered his approach.

Orcinus: The Quirk grants him a killer whale's traits and capabilities, boosting his physical prowess and letting him generate hypersonic waves that paralyze a target. Land use works fine, but the ability performs better in water.
