An operative of the World Government's elite CP0, Kalifa once belonged to CP9, where she spent years masquerading as Iceburg's secretary at Galley-La while hunting the Pluton blueprints. She counted among the leading villains of both the Water 7 and Enies Lobby chapters.

Appearance

Tall, slim, and shapely, Kalifa has blue eyes behind glasses she often pushes back up, a tic she shares with Kuro. Upon her initial arrival in Water 7 her strawberry-blonde hair reached only her shoulders, but it lengthened over the undercover years; tied into a bun for secretarial work, it spilled loose once her assassin role came to light. She stands 185 cm, wears small studded earrings, and once favored lipstick along with leg- and cleavage-baring outfits.

As Iceburg's aide she went about in a long-sleeved yellow jacket with high-heeled boots. Her assassin wardrobe traded that for a fishnet shirt and stockings beneath a brief black dress, finished with gloves and heels. Her CP0 ensemble mirrors that look in white, adding a garter belt, pale gloves, and a cape, and she has set the lipstick aside. For the assault on his mansion she hid behind a musketeer-style mask, draping a long red cape over an orange dress.

Posing as a secretary, Kalifa seemed serious and brisk, intensely devoted to Iceburg and ready to kick anyone who failed to treat him properly. Her hallmark line, "That's sexual harassment," tends to fly out at the flimsiest excuse, frequently when no such thing has happened. Quick-witted, she met her employer's demanding schedule with ease and stayed level-headed amid disorder.

Once unmasked, a craftier side appeared, and she took pleasure in needling Spandam with that same accusation. For all her outward poise, she grew rattled in her duel with Nami and showed a scatterbrained streak, at one point mistaking a transformed Chopper for Nami. Vanity is another trait, yet a thread of decency remains, since she helped CP9 protect a town from the Candy Pirates and later took a flower from a thankful child there.

A Doriki of 630 marks her superhuman power, and outside of Six Powers or her fruit she fights chiefly with kicks. Her leg strength rivals Sanji's blows, and teamed with Kaku she could throw Rankyaku shockwaves capable of carving through stone. She has learned all six disciplines of the Six Powers style, and though rated the weakest among CP9's assassins, she still stood as one of its strongest assets. In earlier days she handled a spiked whip expertly, binding the cyborg Franky and stopping a Sea Train cold, and she carries both Armament and Observation Haki.

Spandam handed her a Paramecia-type fruit, the Awa Awa no Mi, which she swallowed at Lucci's prompting, gaining command over soap bubbles. Those bubbles can wash the strength right out of a foe, leaving them all but immobile until the soap comes off, and they can slick a body until standing or gripping becomes impossible. Rinsing with water undoes the effect, the power's chief flaw. She can likewise compress the bubbles into a huge soap bar tough enough to absorb a lightning bolt from Nami's Perfect Clima-Tact, though it pins her in place while she shelters within it.
