He announces his intention to activate his self-destruct device, sacrificing himself to eliminate Cell in a single blast. It is a moment of genuine heroism from a being who was originally programmed to kill Goku.
The selflessness of 16's decision stands in sharp contrast to the violence playing out around him. Here is an android, a machine built for destruction, choosing to die so that a child does not have to suffer anymore. His intervention introduces a thread of hope into what has become an increasingly desperate situation.
