Goku travels to New Namek and recruits young Dende as Earth's new Guardian. Dende restores the Dragon Balls with upgraded capabilities, and the Z Fighters spend the remaining days preparing for the Cell Games as Mr. Satan rallies public support.
With King Kai's help pinpointing the Namekians' new planet, Goku uses Instant Transmission to reach New Namek. The reunion is warm but brief, as Goku wastes no time explaining Earth's predicament. The Grand Elder, recognizing the severity of the situation, offers young Dende for the role of Guardian. It is a fitting choice: Dende was healed by the Z Fighters on the original Namek and carries a personal connection to Earth's defenders.
Goku brings Dende back to the Lookout, where the young Namekian sets to work immediately. He does not simply recreate the Dragon Balls as they were. Dende modifies them to grant two wishes instead of one, a significant upgrade that reflects his own growing abilities as a dragon clan member. The moment the Dragon Balls scatter across the globe, a wave of renewed hope washes over the Lookout.
However, a critical limitation surfaces. If the new Dragon Balls are used to revive a large group, anyone who has already been wished back once before will be excluded. This restriction will have profound implications for the battles ahead, particularly regarding Goku, who has already been revived once by Shenron.
With the Dragon Balls restored, the remaining days before the Cell Games pass in a montage of activity. Goku scours the planet to locate the newly scattered Dragon Balls. Vegeta and the others complete their training cycles. The world braces for the tournament that will decide its fate.
Mr. Satan enters the picture as a significant presence for the first time. The reigning World Martial Arts Tournament champion, beloved by the public and supremely confident in his own abilities, announces his intention to fight Cell personally. The public, desperate for a hero, latches onto Mr. Satan with fervent enthusiasm, unaware that he operates on an entirely different scale than the warriors who will actually determine the outcome.
On the morning of the Cell Games, Goku gathers his allies at the Lookout. Despite the weight of the occasion, his attitude remains remarkably upbeat. The others cannot help but notice that Goku seems genuinely excited rather than anxious, a disposition that is either deeply reassuring or deeply concerning depending on one's perspective.
The Z Fighters take flight toward the Cell Games arena together, a unified front heading into what may be the most important battle of their lives. The Dragon Balls are ready, the fighters are prepared, and the world holds its breath.
