Lanky and exceptionally tall, Perospero has a pointed nose, lips of pink, eyes of brown, and an extraordinarily long, thick tongue, usually wearing a grin that only falters into horror on the rare occasions his mother turns on him. His hair is striking, large and navy blue dotted with baby-blue spots and curling upward to either side. His coat is long and yellow, its tall collar a paler shade, the top buttons shaped like big striped candies, a checkered hem strung with beads, dark beaded bracelets, and long dark-painted nails, topped by an orange-and-red striped hat ringed with lollipops and crowned by a pale plume, while a large curl-topped candy cane stays in hand for licking. After a blast set off by Pedro tore away his right arm, he fashioned a replacement out of candy through his Devil Fruit, a limb later shredded by Nekomamushi in their final clash.

Cruelty is his signature trait, and he delights in tormenting opponents, whether threatening to turn Caesar Clown into candy or jeering at a weeping Vinsmoke Judge. He is not fearless, terror gripping him whenever his mother menaces his life, and he can be vindictive, swearing vengeance on the Sanji Retrieval Team after losing his arm. For all his malice he genuinely cares for Totto Land and its people, even risking himself and lying to his crazed mother to spare Sweet City, and he shows tenderness toward children and concern for his siblings. Arrogant and quick to underestimate his foes, he carries a habit of toying with enemies rather than finishing them, a flaw that has repeatedly cost him. He punctuates his speech with the tic "Perorin" and laughs with a "Kukukuku," and as the eldest he insists the captaincy of the crew should pass to him.
